Babylon was cornered, and dying.  the Temple Banks desperately needed a war so they could steal sovereign assets.  No war was forthcoming, so wars were manufactured, as had always worked in the past.

But Babylon was losing as many wars as she won these days, and stealing other people's shit was getting so costly... of course there was no alternative really, as Babylon didn't really have any other strategy.  But the wars were turning into political suicide, which meant Babylon couldn't dictate  Imperial policy.  Congress resisted.

So did the people - the rebellion against Empire was finally, at long last, getting organized.  Defenders of the Republic waged guerrilla warfare against a vastly superior yet inflexible and uncreative Empire.  And all around the world, little fish gathered together in solidarity to give the big fish the finger...

Peace was breaking out.  It made Babylon tremble.  Peace would bring Justice, and that would bring down the house-
